Many defined benefit public pension plans, due to economic challenges and demo-graphic trends, report significant underfunding of plan liabilities. This symposium addresses important issues surrounding the potential crisis such underfunding could cause. The arti-cles that follow this introduction provide insights into the causes of underfunding and sug-gests changes that could mitigate underfunding without changing the structure of the plan.
