While the general idea of the welfare state may seem clear enough in practice, the content of the basic concept of welfare, the relationship between individual welfare and social welfare, and the relationship between any concept of welfare and the state are all disputed. The aim here is to provide a guide to at least some aspects of these disputes and therefore to reveal some of the complexities that lie within the idea of the welfare state.
